No Cold water upstairs

I have no cold water coming to my upstairs taps. However the showers work OK, but looking in the loft, the showers work from a different pipe. The toilets are filling, but very slowly and one of the taps will run but very slowly. The tank in the loft is full of water. How can I sort this out?

Our house was built in 1958 and we just moved in a year ago. We had to turn our heat to 80 to heat our upstairs. In the summer it is hot and the winter it is freezing. Could our thermostat need replaced or what is it? Any ideas??
