I had the same situation with an old dog a couple of years ago. So we bought him a harness which we clipped the lead on, and he was fine with that. Maybe it will work for your dog?

Well, I have a chihuahua that is over a year old and won't walk on a leash. It's just that the dog wants to free rome, and have the place to Her/his self. But I'm sure if you keep working with him It will all work out, because all pups hate leashes. Hope this helps! GOD bless!!

He is still a puppy and if you never trained him to walk on a leash then he doesn't know how. Put on his collar give him a treat, put on the leash give him a treat. Then hold a treat in front of his nose and "bribe" him to walk, once he walks tell him how good he is etc. Eventually he will realize being on a leash is fun. Train him to walk on a leash.

This is a very dangerous practice unless you are watching your dog every moment it is "roaming," dragging a lead -

It would be obvious that the dog would be supervised. Otherwise it would get into a whole lot of problem and complication..

If the dog likes to be with you, when you are in the house, put it on the lead and tether it to you. That way when you move, the dog will follow you on the lead. Then it's just a matter of doing the same thing when you walk out for the mail, etc.

Excellent idea - I would think this would also be a wonderful way to bond. (I'm out of greenies for you.)

At the moment I have two German Shepherds - both rescue, one AKC with papers, the other - I think she's Gordon Setter and Rott. She thinks (and the rescue people thought, she's a seizure as a baby from a dogfight ring. I had an "in" with the Police so they called me and I took her in) she's a German Shepherd.
I've had Rotts, Labs, several German Shepherds, a couple of mixes, all of them rescues except for two. I've always had at least two dogs, usually three, at a time, have raised litters of puppies, have foster homed.
At one time I was very active in animal rescue but have backed off in recent years.
What did you do in the Vet's Office - ?

I have 7 y.o. Lhasa apso that I rescues 1 year ago. She was found with her collar embedded in her neck, and it had to be surgically cut out. She will not walk with a leash, and she is a different dog if I even put a collar on her (and I don't blame her.) She actually visibly shakes sometimes...
