One of the issues with the adult day care will you be trying to do medicare billing for the care or will it be 100 percent paid by the patients family?
Also you will have to decide what level of patient you are willing to watch. Some mental issues will require a much higher security of at least certain sections.

If you are going to have a kitchen and feed them, you will have to get the county health department approve the kitchen before you can open.
You need to consider staff to patient ratio, have correct space for activities, for changing those that have control issues.

So vists to the State Dept of Health, the County food inspector are two major starts, You will need a city business license and liablity insurance in case someone get hurts.

Also have a good attorney, when a patient would happen to die under your care, if even natural, family at times start talking about sueing. So a good attorney will be handy.
