    Did it ever work?

    Did you check the bulb?

Does the LED in the remote light up?

Ok, with a remote control there's a sensor inside the fan. Did you make sure that you hooked it up correctly? Usually there's a black and a white wire for your power and then from there into the fan there's usually 2 hot wires usually black and some other color, could be blue, could be black and white depending on the manufacturer and then there's your white wire (3 total). The two hot wires are one for your light and one for your fan speed, so make sure you have that wired correctly. Black is usually for your speed. The other is for your light. This is my first idea although it could me a number of other things.

Assuming the LED on the remote lights up when you attempt to control the light it is MOST LIKELY the receiver in the fan that is shorted. Contact Harbor Breeze for a replacement.
