    a/c condenser unit
    Ac [condenser fan] unit will not turn on. Relay at condenser comes in and power is on both sides of relay. No cooling

    Defective fan motor run capacitor
    Defective fan motor
    Defective wiring
    Since you said the contactor was pulling in and it had 240 volts on both sides it almost has to be one of the above.
