When you say "Inhibited ejaculation" are you saying you can achieve an erection but do not achieve orgasm? Or your orgasm is "dry"? Or are you referring to premature ejaculation?

Lets start with an assumption that you can maintain an erection:
If you find you can not ejaculate, but you feel as if you have "come" then it is possible you have a blockage in the Vas Deferens or a leakage of the seminal fluid , ;

If you have difficulty obtaining and maintaing an erection it is quite possible that this is psychological as well as physical. In either case, your first step is to go see a urologist and make sure there is not blockage or other structural issues.

However, I would think you have a "mental block" about ejaculating and orgasming with a partner. You didn't mention if you ejaculate through masturbating...
