Should the top kitchen cabinet knob and the bottom kitchen cabinet knob follow the same measurement when installed?

There is no industry standard. You can place them where you want. Typically the knobs are 3-4" below the unhinged corner of a base or and 3-4 inches above the unhinged corner of a wall cabinet and the pulls are centered on the drawer. You can buy templates at HD or Lowe's that have pre drilled holes. Check the Amerock website for more mounting info.
