I have a horizontal governor on a craftsman eager-1 6.0 hp engine and it either runs wide open or closed. How do I adjust it?

Since you say it is an Eager 1, then I gather it is an older Tecumseh engine. A link to get the manual on the older L-head Tecumseh engines is:
