What's the law on husband that cannot give financial support

And maybe a little more detail so it is more clear what you are actually asking.
Are we talking child or spousal support? Child support is generally specified by law based on income. Spousal support is generally a negotiation as part of the divorce. In either case, if the person cannot pay what the court ordered, he has to go back to court for a modification. Until that time he continues to owe what the court ordered and that amount builds up.
I believe if a spouse stayed home and worked supplying what all needed in home while not working outside the home is when spousal support is considered. Child support is always mandatory if it is not a split custody.

Spousal support is considered in a variety of situations depending on family finances, status and local law. It is more likely to be considered under the circumstances you mentioned, but there is no hard and fast rule. More often than not its negotiated as part of the divorce settlement. Child support is not "always" mandatory, but is more common than spousal support.
I apologize. I mentioned believe based on the fact I do not know where they are located. Some states by law consider spousal support within mediation/court if the spouse did not work outside the home. I will watch how I word things more precisely. Thank you for your input.

Irregardless, there are still situations where child support would not be ordered.
*Edit to add... What if the is the father asking advice and not the mother? Would your advice change?
