If she raised me put me into school and had all legal rights as any actual parent would was she legally considered my parent if no actual adoption occurred.

Not unless a formal adoption took place, requiring written permission from your father and an attempt to find your mother. There are different kinds of custodial/guardian arrangements, but none would make her a parent.
