What makes the breaker keep tripping after installing a new hot water heater?
Why does the circuit breaker keep shutting of after I install a water heater?

What is the wattage rating of the new vs the old? If it trips immediately I would suspect a wiring issue, hot to ground. If it trips after a while, I would suspect an overloaded breaker, possibly due to increased wattage. If that is the case you may also need a new wire to the heater.

As "ma0641" asks, the more you can tell us, the better our answers...
What size is the water heater? A common heater is 240 Volt, 4500 watts...
This information is clearly indicated on the ID plate of the heater. What size circuit
Breaker is the heater connected to?

Completely impossible to say. We know nothing about this installation.
