Just installed new water heater, after installation the cold water comes out but the hot water does NOT

Who installed water heater?

Is there a valve on hot water side pipe ? If so, open it.
Did you install nipples on top of the heater as indicated by arrows ? ( Hot should point UP, cold DOWN)
