Water does not freeze at 40, it would have to be 32 F for water to even start freezing and pipes that are in the house, or under the house would take even a colder outside temp to freeze.
So has it been below 32 for several days ?
Also a side note, hot water actually freezes faster than cold, strange but true
But yes if it is cold enough (40 is not cold enough) ice can form if there is a area where water is not properly draining.
It really sounds like there is just other blockage
