Is the broiler heating element inside the oven supposed to turn red when at highest temperature, the oven heats up but I can't tell if the broiler element is working correctly

With some ovens, during the heating cycle, the top element comes on but at a low level or does not come on at all. When in the Broiler position, the top element glows brightly and the bottom element usually shuts off or only low heats. Set the oven to Broil and see what happens to the top element.
