The toilet bowl and the tank are filling all the way up with water & continuously running , the bowl will overflow if I do not turn the water off.

#1You have a blockage in the main line. Either use a toilet auger or have a plumber clear the line. #2 The tank not stopping is another problem. You have a flapper that is not sealing properly, a bad ballcock or an improperly set float. You will need to have someone look the system over if you don't feel capable of repairs.
