Your expansion tank is full of water so the water when it gets hot cannot expand into a full of water tank space. Secure boiler water fill valve and drain expansion tank. IF you have the bladder type tank you will have to replace it since the bladder is ruptured internally and cannot be repaired.

The water pressure valve could also be defective along with the tank.
