How to thake the steering wheel offmy troybuilt pony

Hi,
There should be a snap-in/on cap at the center of the wheel. Beneath it should be a nut and a couple of washers. Remove them and see if the wheel will pull up and off. If not, you may need a penetrating lube to attack the rust/corrision.
