Normally, the state does NOT want you to mail the electronic signature form.
However, if you are not sure, call the DC tax authority. They will tell you what to do.
Yes, you definitely have to mail DC-40E SUB form, District of Columbia Individual Income Tax Declaration for Electronic Fling. Once the DC state accepts your electronically filed tax return you MUST sign and date this form (DC-40E) within one day of acceptance. If you are married filing jointly, your spouse must also sign and date the form...
