Honda 3013 ring mower. The brake warning buzzer comes on in forward and reverse, so it will stall the engine in seconds. The brake is not engaged.

The brake set pull has a small switch that closes when the brake is set. Apparently that switch is shorted out or out of adjustment and senses the handle has been pulled. Do you have a manual? http://powerequipment.honda.com/pdf/...s/31763800.pdf
