I'm not familiar with a Kenmore 70 series, but have cleaned filters in the feed hoses several times when filling started taking a long time. That might be your problem. Does the same thing happen regardless of whether you fill with cold or hot water?

The water level switch is stuck closed. You want to also check the screens in the water inlets, but that would not cause it to start without filling first.
