When trying to start the mower the blades are trying to turn but the starter is not strong enough. When I took the primary deck belt off engine started fine.
So the clutch is stuck in the engaged position even with the pto switch off. How can I unstick it or what should I try.

The bearings in the clutch have locked up , will have to replace clutch ,
