Are you a joint owner of the truck with your ex? And it's been 18 months since you split? If all you have is a verbal promise that someday he will pay you for your half of the truck, it seems obvious he's not motivated to follow through on his promise. Now after 18 months the truck is worth less than it once was and so he's best off just letting this slide. You should either get him to buy out your half, in cash, or take him to small claims court. As for whether it's legal for him to take out a loan and use the truck as collateral - the answer is no, although it really depends on how the truck is titled.
