Up to 90 percent of the cost of washing clothes comes from heating the water, so use hot water only for very dirty clothes, and always use cold water in the rinse cycle. Newer Energy Star appliances sense the needs and adjust the water temp. No easy way around this issue.
Suppose I WANT to use hot water?
Depending on the make and model, you may not have that option. I know it's not a perfect solution for everyone but Big Brother made some decision. Only alternative would be to get water from another source, bathtub, sink etc and pour it in first.
Big Brother can stay out of my life for a change.
