My setup right now is a 24 slot 200amp panel, I'm upgrading to a 200amp 40 slot panel and I'm moving the main 14 ft from end of my garage to middle of my garage. I've been told that I need some sort of a 200 amp breaker in between the meter and the main now because of the distance but I've gotten a couple of different answer's on what I can use as the in between device. Can you clarify for me what I need?

They told me to put this right below my meter. I was wondering if there was something smaller that I could get and cheaper. I don't need the extra breakers on the outside.

What you may need is something similar to this:

Simply a meter socket with a 200 amp breaker builtin.

Be sure to consult with your utility company, as each has their own preferences for manufacturer, specifications, etc.

If the feeder from the meter to the panel's new location is run on the exterior of the home, and then enters into the building and immediately into the panel, a Main is not needed at the meter location.

If the feeder is installed inside the building and runs the 14 feet, then the Main at the meter is needed.

If the Main is located at the meter, the new 40 circuit panel does not need a Main Breaker. May have one if desired, but not required, can use a MLO, Main Lug Only, panel to save money.

Once the Main is located at the meter, then any ground rods or use of underground metal water as an electrode, will connect to the neutral and equipment ground at the meter/main. The feeder from the meter to the panel will need to be 4 wire,2 hots, 1 neutral, and 1 equipment ground, and the neutral must be isolated at the panel.
