A have a dual handle widespread delta faucet and unscrewed the allen screw but handle won't lift off to replace washer or cartridge. Grrr!

This is not uncommon in an older faucet. Corrosion builds up between the handle and the stem. Try squirting a little pentro or WD40 in the allen hole, let it sit a while and wiggle the handle back and forth while pulling up.
