The note was issued in the state of Massachusetts where the business was located and sold. The buyer has since moved to Texas, and I am now living in the state of Georgia.

You have to file a civil suit, the only question is where. Since the note was executed in MA I would suspect that venue would have jurisdiction.

What happened to the business? Did he sign the promissory note as a person or for a corporate entity?
