You can't. There is a sticky note at the top of this forum that would have answered your question. It makes sense to browse around first to see if there are already answers to your question.
You can find the sticky here: https://www.askmehelpdesk.com/family...st-116098.html

Now if you explain why you want his rights terminated we may be able to help further. Use the Answer options to post more info.

The father only comes around one a yr giving her false hope and making empty promises. He does not pay his child support and continues to have more children! I've given him every opportunity.I can't sit back and watch him hurt my child any longer.

He is 14000 in debt to NYS for child support and he hides under his mothers skirt. Putting everything he has in her name so they won't take it. He will not show up for court and at 1st denyed paternity. Court found he's the father.now what? Please help

Again please don't use the comments feature for follow-up. Use the Answer options.

What do you want help with? I've told you that a court is unlikely to terminate his rights. I've linked you to a sticky note that discusses this issue and provides info about terminating rights. So I'm not sure what more you need help with.
