Blown fuse may be telling you something, can still blow if problem has not been corrected.

If the Check Engine Light comes on and goes out after 2 seconds, when the ignition switch is turned to ON (Position II), then the problem is usually with the distributor. On older Civics and Accords (pre-2000), replacing the Ignition Control Module (ICM) and coil often solves the problem:
