My stepson's biomother lives in another state. My husband has custody and she has visitation. She isn't ordered to pay Cs and so she doesn't. She hasn't seen my ss in almost 2 years but calls a few times a year. Does this consitute as abandonment? If not, what does?

If he wants child support, all he needs to do is file in court. Most states will not allow support to be back-dated but it can be ordered from the time of the filing. And again, he will need to be legally established as the father in order for this to happen.
