My daughter is almost 18 and she hasn't heard from her biological father for over 10 years, her step father wants to adopt her, where do we start?

1. Get a lawyer.
2. Find the biological father.
3. Get him to relinquish rights so that the stepfather can adopt.
4. Go to court to file for adoption.

Wait until she is 18 and out of school and skip step #2 and #3.
