First you will need a website editor. This is simple to use.

Got to Free Web Templates or Open Source Web Development to download free and great looking templates.

What do you want this site to do? There are places where you can put up a free site very easily.

Emmm I amn't to sure yet. I just think it would be cool to make one.

Well when you decide what you want ask again. In the meantime get a book on HTML.
