Your plumber is not giving you whole story. You need a framer to come over and re-frame your floor joists. Plumber is not necessary to do anything here....
One joists is cut anyway ( First drawing: red line ) so you will have to deal it with. It is a structural issue.
See my 2 drawings. Both are Top View. First shows your present situation, Second shows how it should be framed. No plumbing is cut or removed during this repair work.
In first drawing, red line indicates your cut floor joist. In the second drawing, red line indicates new, reframed, floor. In both drawings, black lines indicate existing framing + toilet inlet pipe. New headers have to be installed on Joist Hangers...
