    Hello p:

Here in Washington, workers like your friend ARE paid a minimum of 4 hours when they're called in to work.

Here is a paste up from NY:

If you are required or permitted to report to work, even if you are not assigned actual work, you may be entitled to "call in pay." Usually, restaurant or hotel workers are entitled to three hours' pay at the applicable minimum rate, NY Code of Rules and Regulations, Title 12 sec. 137-1.6 , 138-2.3, And employees in other private workplaces are entitled to four hours' pay at the applicable minimum rate. NY Code of Rule and Regulations, Title 12 sec. 142-2.3.

In Ohio they can send you home after 10 minutes and not pay for even one hour's time. Think I'll move to Washington. Thanks Excon for the info.
