My ex husband hasn't paid child support or provided medical insur. For our 8 yr old daughter for over 3 years. I am trying to find out what the law's are in North Carolina on this subject. I have recently re-married and we are interested in adoption. My ex would never sign her over but also refuses to support her in any way. I have already been through the courts to force payment. Basically, no one in my county is doing their job.
