Went to fire up mower for first time this season this past weekend. First thing I did was charge up the battery. Tried to start and nothing, not even a click. Kept trying and it fired up but when I shut it down it would not restart. Tried jumping solenoid switch and cleaning connections and still not start. Finally I took a screwdriver and tapped the starter while trying to start. It would spin if I tap it but not enough for starter gear to engage flywheel and spin engine.

Does this sound like bad brushes or maybe just dirty brushes? Should I try cleaning it up and replace brushes or do I need to have it rebuilt or by a new starter..
