Yes your boyfriend can adopt, but I would wait until after you are married. However, you will still NEED to, at least attmept, to get his father to relinquish his rights.

Get married, then get an attorney to prepare the adoption petititon. The attorney will advise you what tou need to do to satisfy the court that you have tried to get the father to relinquish.
