My 92 camry when trying to start only dims the radio and clock. The starter was removed and with it disconnected still dimmed the radio and clock. I had the starter checked out and its perfect. I also changed the battery and positive battery terminal. I tryied also to start it in neutral, no luck. Any help out there?

Does the engine turn over, or nothing at all?
Check all the fuses, particularly the ST Main fuse underhood. If they are good, check for battery voltage on the small wire connected to the starter while the key is in the start position. You could still have an open in the neutral safety circuit on the control side of the starter relay.
BTW: both the radio and clock displays will go dim during starting. That is normal.
