I don't think so. Did you give the landlord a chance to rectify the problem? Don't the spraying companies offer a guarantee?
If the landlord doesn't correct the problem within a given amount of time (see your landlord tenant law), you'll be able to move. But, he has to have a chance. Certainly the bugs CAN be eliminated with the right treatment. No?
