If you like him, go for it. You have nothing to loose and so much to gain. In person is the most effective way to ask someone out.

You might want to start by telling him you like him and share your feelings about him, to him. If he is kind of stand-offish about the whole thing, you will know that he isn't the one and not to ask him out. If he shares his feelings with you and they are good, you will know that he does like you. You never know, after this he might be the one asking you out. ;)

Yea I guess so but I'm really bad at talking to guys. His sister is 18 and I told her and she doesn't think he likes anyone right now. The thing I love about him is he always tries to impress me and makes me laugh... a ton. Hahaha

You're still young, I think every girl and guy have problems at some point talking to the other sex. And trying to impress you is a very good thing!
