    He is cutting the missile defense budget and effectively gutting the program . The Russians do not need to bargain on that issue.

    What we wanted from Russia(a land route that isn't subject to constant attack ; through Russian controlled territory ;to supply the troops in Afganistan ) . What they gave us ;the air route is of no great value since we can already safely bring in supplies through the air.

    The President got nothing from the summitInstead he promised to level the playing field for the Russians for nothing in return

    If he's gutting the program how does he use that as a negotiating tool? Is that part of the Obama illusion? I tried to give him credit ex, but if it's just an illusion I can't.

    The 2010 budget the President submitted Obama's 2010 defense budget cuts $1.4 billion
    From the Missile Defense Agency's budget. These cuts include scaling
    Back the Airborne Laser boost-phase program, terminating the Multiple
    Kill Vehicle and Kinetic Energy Interceptor, canceling the expansion
    Of ground-based interceptors in Alaska and California, and delaying
    funding
    (his words) for interceptor and radar sites in Poland and the Czech
    Republic.In fact ;the budget does not provide any funds for the European missile defense shield .

    Design or not it is reckless. I already outlined his cuts in the missile defense budget . He is also gutting the F-22 which would guarantee air superiority for the next 50 years.

    But his promised reductions in delivery systems is irresponsible given the fact that we rely on them for the delivery of conventional weapons as well as nuclear weapons (which the Russians do not) .

    Further ,the test ban which has been in effect for a long time now has made us unsure of our nuclear arsenal's real capability .

    All this is happening at a time when proliferation appears to be uncontrollable . His and Gordon Browns crazy idea that unilateral reductions will discourage proliferation is hopelessly naiive .
