The money is there for those who truly need it, when they fall on difficult times, for temporary support. It is not to be used as a back up plan or to supplement your income. Just because something can be used, doesn't mean it is right to use it. It depends on the situation and circumstances.
If your husband has a good job, makes good money, and you have insurance, then affording another child shouldn't be an issue.
If your doctor isn't willing to help you with becoming pregnant until you look into your health concerns, then it would be wise to deal with those first. Above all else, you want to be in the best health you can be before you become pregnant again so that you can be doing all that you can to insure a healthy pregnancy and baby.
For now, start putting some money aside until you have enough to cover your co-payments for the specialists that you need to see. Make some phone calls and find out roughly what you will be looking at cost wise so you will know what you need to stash away. Insurance will pick up much of the costs and you can set up a payment plan to pay off your portion. Then you can focus all of your attention on getting pregnant again.
