If this is an older machine (Win95), just getting the modem installed correctly can be a challenge by itself. The modem should be working properly first before attempting to configure MSFax. My memory's a bit fuzzy, but there is a "query modem" button or similar in the control panel interface properties (advanced?) for the modem in Win95 that can be used to verify the modem is functioning and responding to software commands.
