    Need to know
    Bio hasn't had any contact with kids in over 3 years and husband want to adopt what steps do I have to take if I don't know where bio is

    You need to contact a family law attorney who knows the system and how to draw up the papers necessary for termination of parental rights as well as how to go about it legally.
