    A rar file is a compressed file and requires Winrar to uncompress the stored files. I presume that you have downloaded this file. Winrar is freely available, a simple search will allow you to download

    Assuming the RAR file contains MP3 files, once you uncompress the RAR file, you'll see the MP3's - no format conversion necessary.
