    I would like to start a calling card company to international countries and don't know what are the steps to start the process.

    You have to be a reseller in order to get into that type of business, other wise there is no profit in it. So, another words you must have high traffic in order to get better rates.
    Back in 1998 too many companies went into this business and either lost money or filed for bankruptcy.
