Why ? Well consider this . Suppose you are a handyman trying to make a living. You can barely keep your business operation. You keep your truck going with duct tape and glue. One of ORR's real responsibilities was to keep tabs on unaccompanied illegal minors .
They were so effective at that they lost track of 32,000 of them .Many of the ones they actually managed to track they placed into abusive situations .
