Skype to Skype is free. Skype to someone's mobile is generally cheap depending on what country.

But yes, if this is the same person, Skype is great and free if both use Skype. I have it on my cell phone, and can call from my phone to America anytime I want. (just uses internet time)

WeChat and QQ International also allow video calls, voice calls, messaging and more to a person who has that same program. Google also has a phone call available,
