    Dear Sir/Madam

Since I was not able to pay my tuition, my F-1 status was terminated in September 2013. As a result, I am in removal proceedings under section 240 of the Immigration and Nationality Act and my Immigration court hearing was scheduled for November 29, 2019. Also, I applied for Asylum (form I-589) in July 2012 and my application was denied by USCIS. I realize that I have a right topresent my case at the Immigration court.

At the moment I have a question: can I submit I-589 to the Immigration court now or do I have to wait until November 29, 2019?

Also, before I have submitted I-589, can I be stopped and detained at the internal border patrol stations near the border[?] - I have official document of my scheduled court hearing.

    Best Regards,

    Yuri
    Yuri,

I have cleaned up you post to make it easier to read. I don't have much immigration expertise, so this will have to wait for someone more knowledgeable to answer.
