    1099 MISC reporting amounts
When creating a 1099 MISC form, if one box is over $600 but you also have another box with an amount of less than $600, do you also report that amount on the form?

For example, I need to report $750 in box 1 Rents, but I also have an amount of $400 in Box 7 for the same person. Would I leave off the Box 7 value since it is under the threshold for box 7 or include it?

The reporting thresholds for rent and non-employee compensation are different.

As noted, your payment for Box #7 is BELOW the threshold, so I would NOT report it.
