If the CEL comes on for 2 seconds and then goes out, which I suspect, when the ignition switch is turned to ON (Position II), then focus on the distributor. Normally, replacing the Ignition Control Module (ICM) and coil solves the problem. With a bad ICM you can have spark, but it is firing at the wrong time. When you replace the ICM, be sure to apply silicone heat transfer compound to the back of the new ICM; otherwise, it won't last long. Ensure that you install the new ICM, coil, and, hopefully, rotor in a Honda genuine distributor housing. Aftermarket housings are problematic--they can't seem to get the internal sensors (CKP, TDC, and CYL) right. If you do this, I'm confident your Civic will fire right up.

All of this assumes the previous timing belt did not break or slip, which can cause major internal damage. Hopefully, the distributor's timing was not disturbed. If it was, loosen the 3 mounting bolts and rotate the housing slightly counter-clockwise--this will advance the timing. If the timing is too retarded, the engine won't start.

The cel is turning on and off I swapped the icm and coil from my 99 civic into my 94 it doesn't sound like its backfiring any more but still won't turn on I also bought a new cap and rotor today and the distributor is a oem distributor but what I noticed today when I was checking the car out is that when I check for pulse on my injectors with a test light there's no pulse instead the light on my test light just stays on and the same for the negative side of my coil pack isn't there suppose to be a pulse also I changed pcm and another question I have is I heard that once the wires are cut from the distributor that distributor is no good is this true cause if so my wires are cut I'm thinking maybe the sensors arnt communicating with the pcm?

I'm not sure what you mean by the wires being cut from the distributor. My sense is that you need to make sure the ICM, coil, rotor, cap, PCM, and distributor are the exact right ones for your engine. It sounds like your current parts are not causing the primary coil current to build-up and collapse, thus stepping-up voltage in the secondary. Basically, your ignition system is not working at all. Be sure to also check all under hood and under dash fuses with a test light or multimeter.
